Local councils also enter into block contracts with providers so they can purchase an agreed number of hours up front.
This means that people can apply directly to a service funded in this way and, if there are hours available and the person meets the criteria for that service, they can start to receive a service. Sometimes services will be full as all the hours have been allocated and people have to go on a waiting list.
